Presiding Bishop, The Reverend Jimmy F. Locklear
Elder
Biography
I was saved in 1972 and became a member of Cherokee Chapel Holiness Methodist in 1974. Over the years, I served in several positions on the board of the church. In 1984, I took on the role of Exhorter, and by 1986, I received my Local Preacher’s credentials. In 1988, I was presented to the Conference on Traveling Connection and later served as Assistant Pastor under The Reverend Julian Ransom. In 1998, I was called to the pastorate of Cherokee Chapel Holiness Methodist Church. During the following years, I completed all courses of study and was ordained as an Elder in the Conference. In 2016, I was elected Bishop of the Conference.

The Reverend Joshua Locklear
Biography
I am the son of the late Reverend Neal J. Locklear and Mrs. Carrie Ann Locklear, and I have two sisters and three nieces. While I am currently unmarried, I look forward to that chapter in the future. My ministry journey began at the age of 16 when I was licensed as an Exhorter, and by 21, I became a Local Preacher. I also served as Sunday School Superintendent for about 12 years. During the 124th Annual Conference in 2024, I was granted Traveling Connection with the Lumber River Holiness Methodist Conference. I owe a deep debt of gratitude to Shoeheel Holiness Methodist Church, where I started my ministry and held the roles of Exhorter, Local Preacher, and Sunday School Superintendent.

The Reverend Anthony Chavis

Biography
I was born on November 1, 1951, and raised in the Union Chapel community. Currently, I reside in the Moss Neck community. I have one son, Stephen, and a grandson, Christian. My home church is Union Chapel Holiness Methodist Church.
I was born again on June 10, 1984, and felt the call to ministry soon after. In 1988, I was licensed to preach and recieved into Travel Connection. I received my deacon orders in 1995 and my elder’s orders in 2000. I have been serving as Conference Superintendent since 2015 and had the privilege of chairing the Education Committee from 2005 until 2024. Additionally, I have been the Ordained Clergy Board Chair since 2023 and have led a Bible study at Union Chapel since 2015.
Outside of ministry, I enjoy hobbies such as reading, collecting knives, guns, and old shaving mugs. I also enjoy camping, day trips, flea markets, and gun shows. Spending time with my church family and being with my own family brings me great joy.
I also serve on the Sandhill Emmaus Board and volunteer as a chaplain at the Southeastern Regional Medical Center, which has been a rewarding experience.

The Reverend Orland Locklear

I have been a member of Riverside Holiness Methodist Church for 20 years and have been preaching since December 7th, 2014. My heart’s desire is to see people saved and committed to working for the Kingdom of God.

The Reverend Guy Graham
Biography
As a child, I was raised in a Christian home, where both my mom and dad instilled the importance of faith. My mom, especially, taught us to worship through singing and playing the guitar, both at home and in church. Being reared by Christian parents, with my dad being a preacher himself, greatly shaped my character and deepened my love for Jesus.
Not long after leaving home, the call on my life became clear. In 1993, I gave my heart to the Lord, and by 1995, my ministry began. God placed me in various areas of ministry, including preaching, pastoring, evangelism, media (TV and radio), and street ministry. My trial sermon was delivered in 1995 at Smithtown Church of God in Maxton, NC.
In 1998, I started a mission church, Called Out Holiness Church, in Pembroke, NC, and was licensed with Paul Creek Ministries in Charlotte under Joseph Chambers. In 2012, I pastored West Lumberton Holiness Church and received my pastoral license there. The following year, I pastored Heaven Bound, a mission church in Lumberton. In 2023-2024, I served as pastor of Calvary’s Hill Resurrection Church in Sanctuary, and continued my ministry through radio, TV, YouTube, and Facebook under Billy Locklear Ministries in Lumberton, NC.
In 2024, I received Traveling Connection with the Lumber River Holiness Methodist Conference and was appointed pastor of Macedonia Holiness Methodist Church in Red Springs, NC. With over 25 years of experience in TV and radio, I am on track, Lord willing, to celebrate 30 years in ministry by 2025. I continue to use social media for ministry and engage in street ministry whenever possible.
My beautiful wife, Kit, and I have been following the Lord’s leading, and we are grateful for His guidance, especially now as part of the Lumber River Holiness Methodist Conference. We are both thankful for the blessing of carrying His Word to the world

Biography
I was born on March 21, 1972, to the late Telford and Brenda Hammonds. On July 5, 1993, I married my wife, Marilyn Hammonds, and we have been blessed with 31 years of marriage. Together, we have two beautiful daughters, Makayla and Miranda Hammonds. Most recently, on October 31, 2024, I became a proud grandfather to a precious baby boy, Ayden Makai Whitaker. Truly, God has blessed me abundantly.
On July 18, 1998, my life was forever changed. While cutting grass at my mother’s house, I felt a strong conviction and called upon the Lord. With all my heart, I know that God saved me that day. The very next day, Sunday, July 19, 1998, I made a public confession before the church, moved by a powerful message preached by former pastor Wayland Anderson at Macedonia Holiness Methodist Church (H.M.C.). I began attending regularly and soon became a member of Macedonia H.M.C. Over time, I completed service training, started teaching Sunday School, and served on the official board as a class leader and steward.
Around 2003 or 2004, I began to feel the call to ministry. After much prayer, seeking the Lord’s guidance, and receiving confirmation through dreams, I publicly announced in 2005 that God had called me into the ministry. I was licensed as an Exhorter on September 25, 2005, and then as a Local Preacher on September 17, 2006. During this period, I assisted with ministry at Autumn Care of Raeford, NC, and volunteered at the Robeson Correctional Center in Lumberton, NC.
On November 8, 2009, I became a Minister on Trial, and on November 11, 2011, I was ordained as a Deacon and appointed as pastor of New Bethel HMC the following Sunday. On November 9, 2013, I was ordained as an Elder. Currently, I serve as a Conference Steward, Chairman of the Budget Committee, and as a member of the Ordained Clergy Board.

The Reverend Bobby Locklear
Biography
I was born on July 1, 1966, to the late Bobby and Annette Catherine Locklear. I graduated from Riverside Military Academy in 1984 and joined the United States Army in 1985, serving as an infantryman for four years. During my time in the military, I met my wonderful wife, Rosalia, and we’ve now been married for 37 years. Together, we have five children and twelve grandchildren, all of whom are saved and actively serving the Lord.
After both Rosalia and I were honorably discharged from the Army, I attended Western Carolina University, graduating in 1993. In 1995, we returned to Robeson County and settled in Rennert, where we attended Freedom Assembly and later Dundarrach Baptist Church. It was at Dundarrach Baptist in 1995 that Rosalia and I both gave our lives to the Lord under the ministry of Bro. Dalton Brooks. While there, we served in the Cub Scout ministry, and I began teaching Sunday School, a role I held for two years.
Our journey next took us to Raleigh, where I was accepted into the School of Engineering at NC State. During our four years in Raleigh, we attended Forest Hills Baptist Church. I graduated in 2001, and we moved to Tobaccoville, NC, where I worked as a Project Manager for RJ Reynolds Tobacco Company. During this time, we attended Calvary Baptist Church for ten years, where I served in the Prison Ministry.
In 2011, we moved back to the Robeson County area for my employment with Silgan Containers as a Production Supervisor. We attended Calvary Baptist Church in Laurinburg for a year and a half before the Lord led us to New Bethel Holiness Methodist Church, where we’ve been serving for the past 11 years.
At New Bethel, my wife and I enrolled in the Service for Training course to better equip ourselves for service. I began teaching Sunday School and have continued to do so. In 2015, I also began serving as a Class Leader. During this time, the Lord placed a call on my heart to preach His Word and minister to His people. I was given the opportunity to serve as an Exhorter in 2016, and in 2019, I became a Local Preacher. In 2023, I was received into Traveling Connection with the Lumber River Conference of the Holiness Methodist Church.
Throughout my time at New Bethel, I’ve had the privilege of serving as a Steward for four years and as chairman of the Budget Committee for two years. Rosalia has also faithfully served as a Sunday School teacher and Lay Leader, and together, we have supported one another in our efforts to serve the Lord.

The Reverend Robin Hammonds

Biography
I was born on April 8, 1969, to the late Telford Ray and Brenda Pauline Hammonds in Lumberton, NC. Raised in Shannon, NC, my life was shaped by a close-knit community and people of faith. One of the key influences in my early spiritual journey was the late Judy Locklear of Shannon Assembly of God, who spent years praying for the youth of our community. Her prayers were answered as many, including myself, came to faith in Christ. Her son, Rev. Vance Locklear, was called to preach after me, and he played a significant role in my conversion. In 1996, through his witness, I came to know the Lord and began my walk with Christ.
In late 1997, I felt the Lord calling me to return to church, and I began attending Macedonia Holiness Methodist Church under the leadership of Pastor Wayland Anderson. On April 5, 1998, Pastor Anderson preached the Gospel in my home, and that Sunday morning, I confessed my faith in Jesus Christ. Later that day, I stood before the congregation to testify of my salvation experience—what a joy it was to declare what the Lord had done in my life. I was born again. On July 17, 1998, I was baptized in the Lumber River at McGirt’s Bridge.
My spiritual journey ignited a deep desire to know God and to share His love with my family and others. When I came to faith, I was married to Tiffany Hammonds. We were united in marriage on December 18, 1993, at Macedonia Holiness Methodist Church. The Lord blessed us with two wonderful daughters: Mara Leigh Hammonds, born on September 7, 2002, who is now married to Marquize Woodson, an Army Second Lieutenant. Mara serves as a Marine Lance Corporal, currently deployed to Japan, while her husband resides in Beaufort, SC. Our second daughter, Rebekah Delaney Hammonds, born on January 17, 2004, is currently attending UNC-Pembroke and pursuing a degree in nursing. My family remains my greatest ministry.
My favorite scripture is Proverbs 27:17, “Iron sharpens iron; so a man sharpens the countenance of his friends.” I believe we are called to help one another grow through the transformative power of God’s Word, imparted into our hearts by the Holy Spirit. I aim to live by biblical principles and encourage others to do the same. In addition to my ministry, I enjoy grilling, fishing the Lumber River for redbreast sunfish, and praising and worshipping God Almighty—because Sunday is always coming!

The Reverend Randy Locklear

Biography
I received my Exhorter’s License on February 3, 2008, and my Local Preacher’s License on December 21, 2014. On November 11, 2018, I became a Minister on Trial, and have since served in various roles, including Assistant Pastor at Union Chapel Holiness Methodist Church and New Bethel Holiness Methodist Church.
On November 8, 2020, I was appointed Pastor of Riverside Holiness Methodist Church, where I continue to serve faithfully. Additionally, I was ordained as a Deacon in the conference on November 20, 2022. My home church is Macedonia Holiness Methodist, where I received both my Exhorter’s and Local Preacher’s Licenses.
I have also dedicated several years to Prison Ministry, and currently serve as a Conference Steward and Chairman of the Education Committee.
Through Christ, I can do all things, and to God be all the glory for the journey He has led me on.

Biography
Born to OK Hunt and Annie Mae Hunt, I am one of 10 siblings, blessed with 3 children and 4 grandchildren. I have been married to my wonderful wife, Rosemarie Hunt, since 1975.
I received my license to preach in 1976 from Pleasant View Baptist Church and was ordained in 1985 by the Burnt Swamp Baptist Association. Over the years, I have had the privilege of pastoring several churches, including Sand Hills, St. Elizabeth, South Broadway, and Pee Dee Baptist Church. Currently, I serve as the pastor of Union Chapel Holiness Methodist Church.
In November of 2023, I was received in Traveling Connection with the Lumber River Holiness Methodist Conference, and in November of 2024, I was ordained as a deacon.
Preaching the Word of God has been my lifelong passion. Every time I step into the pulpit, I am filled with the same dedication and love for teaching God’s truth that has guided me throughout my life. This is my calling and will continue to be for the rest of my days.

The Reverend Victor Jacobs
Biography
I am currently serving as the Youth Minister at Union Chapel Holiness Methodist Church in Pembroke, North Carolina. My journey in ministry has been shaped by deep personal devotion and a strong passion for serving the church community.
I was born on March 20, 1992, to Pastor Howard and Sister Cindy Jacobs in Buckhead, North Carolina. Growing up in a spiritually rich home, faith was always central to my life. At a young age, I accepted Jesus Christ as my Savior during a youth conference, an experience that set the course for my future ministry. I was baptized at New Hope Baptist Church, where my faith was nurtured by my family and church leaders.
At 18, I felt a clear call to ministry and preached my first sermon on March 21, 2010. Under the mentorship of the Reverend Don Carter, I was licensed to preach, and he helped me grow in my understanding of scripture and the responsibilities of ministry.
In 2012, I married my wonderful wife, Brooke, and we’ve been blessed with two sons, Braylon and Cooper. Our family has been an active part of our church and community ever since.
After years of evangelizing and preaching, I was called in 2018 to pastor Shiloh Church of Lee’s Lake in South Whiteville. That same year, I was ordained by the Burnt Swamp Baptist Association. When the COVID-19 pandemic hit, I returned to New Hope Baptist Church to assist Pastor Carter alongside my brothers, Pastor Zachary and Pastor Trevor Jacobs, as we navigated the challenges of that time together.
In 2021, I completed an Associate of Biblical Studies degree from North Carolina Theological Seminary, followed by an Associate of Public Safety Administration in 2022. Later that year, I stepped into the role of Assistant Pastor at New Vision Pentecostal Freewill Baptist Church in Shallotte.
In early 2024, I took on my current role as Youth Minister at Union Chapel Holiness Methodist Church, working under the leadership of Pastor Jimmy Hunt. In November 2024, I was welcomed into the Lumber River Holiness Methodist Conference, marking a significant step in my ministry journey under Bishop Jimmy F. Locklear’s leadership.
As Youth Minister, I’m passionate about guiding young people to live lives rooted in faith. My ministry has always been about serving with a heart for evangelism, discipleship, and leadership, and I’m grateful for the opportunity to continue this work within the church and community.
